I use this build efficiently in RVR, Its very tanky and I stay alive to float guard, cc with heavens fury and be a buff bot. It works well for PVE as well for end game dungeons/pqs which is a nice bonus. I typically dont grab Laurels of victory until later this build is for a 40/40 build.
Just a few additons to this, you can't spec Destroy Confidence. They removed the tactic about a year ago because it was too powerful. Personally, I think the best 4 tactics to run are Dirty Tricks, Rugged, Banish Darkness (superpunt), and spec to get Focused Mending (+15% healing to everyone in group within 100ft).
Banish Darkness is awesome for sending squishy characters into your backline to be focus fired, or punting away a guard so you can kill a DPS/Healer. Drop this tactic for something else when doing PvE as it doesn't do anything against mobs.
Focused Mending is just great because 15% free healing is hard to be for the low cost of 1 tactic.
You have to drop Heaven's Furry until you are rr50 (or have a setbonus with +1 to Vigilance/Glory) in order to afford those. I don't think its that big a loss, because a 3s stagger really isn't that effective and just gives a whole bunch of folks CC immunity once a random dps tosses an AoE on that group you just staggered :P.
Didnt know that, I used to destroy shammies with that tactic. Still trying to get my bearings on what is and isnt effective in -this- game, not live lol.
